Women's participation in urban local bodies represents a critical dimension of democratic governance and gender equity in India. This paper examines the historical trajectory of women's involvement in urban local governance, tracing the evolution from pre-independence struggles to contemporary constitutional provisions and ground realities. Through an analysis of legislative frameworks, participation rates, and socio-political barriers, this study illuminates the transformative impact of the 73rd and 74th Constitutional Amendments while critically assessing persistent challenges. Drawing upon empirical evidence from various Indian cities and municipalities, the research demonstrates that while mandatory reservation has increased numerical representation, substantive participation remains constrained by patriarchal structures, educational disparities, and institutional barriers. The findings suggest that achieving meaningful political empowerment requires comprehensive interventions addressing both structural inequalities and cultural attitudes. This historical overview provides a foundation for understanding current participation patterns and developing evidence-based strategies to enhance women's effective engagement in urban governance.
